The proposed Third Mumbai, officially named the Karnala-Sai-Chirner (KSC) New Town, is poised to be one of Maharashtra's most ambitious urban developments. Envisioned as Mumbai 3.0, this project is strategically planned around the Navi Mumbai International Airport (NMIA) to ensure sustainable urban growth and economic expansion.
To regulate and facilitate this development, the Government of Maharashtra, in collaboration with MMRDA and the Town Planning & Valuation Department, has appointed CIDCO as the Special Planning Authority (SPA). This strategic decision ensures that the expansion is not haphazard but rather falls within a well-planned, 25-kilometer development radius of NMIA.
The Third Mumbai region will span approximately 300-400 sq. km and includes some of the fastest-developing zones in the Mumbai Metropolitan Region (MMR):
Panvel
Ulwe
Karjat-Neral
Kalyan
Taloja
Uran
Pen
NAINA (Navi Mumbai Airport Influence Notified Area)
These regions are witnessing rapid transformation due to ongoing and upcoming infrastructure projects, and are being closely monitored by the newly established New Town Development Authority (NTDA).
Third Mumbai is not just a real estate opportunity—it's an economic and infrastructural revolution. Here's why it’s making headlines:
Strategically placed between Mumbai and Pune, this region lies equidistant from Maharashtra’s IT corridors, port zones (JNPT), and logistics centers. This makes it ideal for both residential and industrial investments.
Several transformative projects are underway:
Mumbai Trans Harbour Link (MTHL) – Will connect Mumbai to Navi Mumbai in 20 minutes.
Navi Mumbai International Airport (NMIA) – Expected to be operational by 2025-26.
Virar-Alibaug Multimodal Corridor – Connecting North MMR to the southern coastline.
Panvel-Karjat Rail Corridor – Enhancing railway connectivity between suburbs and business zones.
CIDCO is implementing Town Planning Schemes (TPS) to ensure orderly development. As of 2025:
Final approvals have been granted for TPS-1, TPS-2, TPS-3, and TPS-4.
Draft approvals received for TPS-5, TPS-6, and TPS-7.
An arbitrator has been appointed to oversee proceedings, indicating swift governmental action.
The real estate market in Third Mumbai is projected to surge due to:
Affordable pricing compared to Mumbai’s saturated core.
High ROI potential for early investors.
Proximity to upcoming commercial, industrial, and logistics hubs.
Strong demand from middle-income and upper-middle-income groups seeking modern infrastructure and open spaces.
NAINA, in particular, is set to be a smart, self-sustaining urban hub, similar to Navi Mumbai’s earlier successful nodes.
✅ Massive Infrastructure Push: Over ₹50,000 crore worth of projects are being developed in the region.
✅ Government-led Planning: CIDCO’s TPS ensures legal clarity and planned infrastructure.
✅ Smart Connectivity: Road, rail, and air connectivity being enhanced simultaneously.
✅ Future Business Hub: Potential to evolve as the next logistics and business capital of Maharashtra.
✅ High Demand Zone: Interest from developers, logistics companies, and IT/tech firms is on the rise.
Third Mumbai isn’t just a name—it represents the next era of growth in the Mumbai Metropolitan Region. With CIDCO’s planned vision, government-backed infrastructure, and proximity to key economic centers, the Karnala-Sai-Chirner New Town is set to redefine how the city expands.
Whether you're a homebuyer, investor, or real estate developer, Mumbai 3.0 offers a window of opportunity you won’t want to miss.
