EOW summons builders for not handing over flats in building with celebrity buyers

Cops to quiz Rajan Raheja of Windsor Realty, statements of sons recorded; Priyanka Chopra, Sonu Nigam, Alka Yagnik among buyers not given possession in swanky Oshiwara project.

The Economic Offences Wing of the Mumbai police have quizzed two sons of realtor Rajan Raheja of Windsor Realty, and have summoned the senior Raheja to record his statement, following a complaint lodged by buyers of flats in a premium apartment project, that they failed to deliver as per schedule. 

Bollywood figures Priyanka Chopra, Sonu Nigam, Alka Yagnik and Sunidhi Chouhan are among buyers of flats in the upcoming 36-storey apartment block at Oshiwara. 

The swanky 'Windsor Grande' project was launched in 2012, and the buyers were to get possession in April 2014. But some pending environmental clearance, as also internal disputes among the partners, allegedly stalled the project. 

Some of the buyers lodged a complaint of cheating against Windsor Realty with EOW afew months ago, and a preliminary inquiry into the matter is now on. 

According to sources, on August 28 EOW recorded statements of Windsor Realty directors Akshay and Viren Raheja, and their father Rajan Raheja has now been summoned to record his statement. In days ahead, EOW intends to record statements of other directors, including Gopal Narang. 


When contacted, Additional CP (EOW) Rajvardhan confirmed that a preliminary inquiry was on, based on the complaint of buyers. 

The Windsor Grande project comprises four towers of 36 storeys each. In 2012, the structures of 28 storeys of 'A' and 'B' wings, and 32 storeys of 'C' and 'D' wings were complete. The buyers signed a deed of apartment with the builder, who promised to complete the interiors and hand over possession by April 2014. 

However, in February this year, the BMC issued a stop-work notice to the project, following an order of the National Green Tribunal over alleged non-compliance of environmental norms. As a result, none of the buyers were given possession in the promised month. 

In their complaint, the buyers have highlighted the non-delivery, and alleged that the builder did not keep them aware of noncompliance of environmental norms. 

According to EOW sources, Akshay and Viren Raheja, in their statements, attributed the stop-work notice as the reason for nondelivery. "The two said the project was almost complete and that they were in the process of filing requisite documents to get environmental clearance," EOW sources said. 

EOW will now record the statements of Rajan Raheja and his partner Gopal Narang, before deciding whether to book the firm for criminal cheating. EOW sources said they will also examine the ongoing dispute between the Rahejas and the Narangs, and will call for more documents to check if it has any bearing on the non-delivery of apartments to the complainants.
